SurRon speed limiter: how to limit a SurRon or Talaria to 25 km/h
Almost any electric bike can be held to 25 km/h, including a stock SurRon or Talaria whose controller cannot be reprogrammed. The real question is whether you can change that number afterwards, or whether you are stuck with it for good.
The short answer
A display that reads your motor controller can hold the bike to any speed you choose, 25 km/h or anything else, and lift it again in the app. It works on a stock SurRon Light Bee X and Talaria Sting, where the controller cannot be reprogrammed, and on many aftermarket controllers as well.
The older workarounds do one thing only. Cutting the limiter wire or bolting in a restrictor kit forces a single fixed speed onto the bike, permanently, and undoing either one means a trip back to a workshop.
The bikes everyone says cannot be limited

Setting a limit for a younger or newer rider
This is the most common reason riders want a limit that is not permanent. A parent wants a bike that stays slow for a teenager, without buying a second bike and without losing the performance for their own rides.
A limit that lives on the bike rather than in an app is what makes that work. Turning a phone off, going offline, reinstalling an app or borrowing a friend’s phone does not lift it. You decide whether a rider is allowed to change it at all.
Does a limiter make the bike road legal?
On its own, no. In most of Europe 25 km/h is the threshold that separates a pedal assisted bicycle from a vehicle that needs registration, insurance and type approval, and a speed limit is only one of the conditions. Lighting, a horn, mirrors, a plate and paperwork are usually part of it too.
