How to limit a SurRon or Talaria to 25 km/h
Riders cap their bikes for three reasons: the road, a younger rider, or a bike that gets shared. Here is what each method actually does, and which ones you can undo.

The short answer
There are three ways to hold a SurRon or Talaria at 25 km/h. You can cut the limiter wire, fit a restrictor kit or a restricted controller, or set an electronic limit from the handlebar display.
The first two are one time changes to the bike. The third is a number you choose, and you can raise or remove it whenever you want, which is why it is the one most riders end up with when the bike is used on the road one day and off it the next.

Why a stock Light Bee X or Talaria Sting is the hard case
Both ship with a controller that nobody can reconfigure. That is the reason so many threads end with somebody cutting a wire: there is no setting to change.
A display that reads the controller works differently. It watches the speed and holds your number in real time, so the bike simply does not go past it. Nothing on the bike is rewritten, and when you lift the limit the full factory performance is there again straight away.

Setting a limit for a younger or newer rider
This is the most common reason riders ask for a limit that is not permanent. A parent wants a bike that stays slow for a teenager, without buying a second bike and without losing the performance for their own rides.
A limit that lives on the bike rather than in an app is what makes that work. Turning a phone off, going offline, reinstalling an app or borrowing a friend’s phone does not lift it. You decide whether a rider is allowed to change it at all.
Does a limiter make the bike road legal?
On its own, no. In most of Europe 25 km/h is the threshold that separates a pedal assisted bicycle from a vehicle that needs registration, insurance and type approval, and a speed limit is only one of the conditions. Lighting, a horn, mirrors, a plate and paperwork are usually part of it too.
